There are some pictures where they look quite similar. Like, yeah, those.
I remember a long time ago having a conversation with Emcee about Raul singing "Not While I'm Around" and she mentioned that she could almost see Raul playing Tobias because the guy who played Toby in Sweeney reminded her of him. I can't see Raul playing Toby particularly (I mean, except insofar as I think that he can probably play ANY role convincingly), but it seems relevant now.

I think Raul COULD play Tobias, but I don't think he could/would play him the same way as Mano does, or prescribe to Mano's interpretation.
He also may not truly look young enough. :-/
