Well, for me then Nicholson as The Joker beats Romero as The Joker because Romero was just a goofball, he wasn't a psychopath like Nicholson and Nicholson clearly captured how The Joker really is.
Others would be Danny Devito as The Penguin, Cillian Murphy as The Scarecrow, Liam Neeson as Ra's Al Ghul, Michelle Pfieffer as Catwoman, Jim Carrey as The Riddler, Frank Gorshin as The Riddler, and that's really about it.
Voice acting wise nobody beats Mark Hamill as The Joker.
Speaking of The Joker, awhile back I was on a Batman board and someone posted a sketch they found of someone's interpretation of The Joker. It's not an official thing for The Dark Knight, but it's what alot of fans are hoping for with The Dark Knight's Joker and Heath Ledger said that the design he saw for The Joker he thought would be too scary for a child's action figure.

I wanted to love Lola Lasagne, but her episodes ended up being major disappointments. I mean, basically, she was just a sidekick to the Penguin. So seeing as how Lola was a washout, I'll have to go with Roddy McDowell as the Bookworm and Vincent Price as Egghead.
Iconic.
My favorites are Jason Todd, Catwoman and sometimes Joker.
Catwoman is fascinating in the comics because of her relationship with Batman. I've also enjoyed the evolution of Selena Kyle throughout the years.
I really enjoy the Joker in the comic strip, but I've never really cared for any film rendition of him.

After the reaction that Ms. Pfeiffer was able to cause even in ME, I'll have to go with her portayal of Catwoman.
Although, perhaps too predictably, I'm usually drawn to the Penguin
Julie Newmar's Catwoman was my ideal. Nobody will ever come close to her!

There was some fan speculation that in The Dark Knight, the villians would be Rupert Thorne, Sal "Boss" Maroni, The Penguin, Roman Sionis aka Black Mask, and of course the main villian, The Joker.
It was reported awhile back that The Penguin would not be appearing in The Dark Knight(maybe in the third movie??) because Nolan felt that he was a hard character to do in his realistic world. Umm, The Penguin is a fat, little man with a top hat, monalce, umbrella, and loves birds, not Tim Burton's Penguin freak.
The one other villian that has been kind of confirmed is Roman Sionis aka Black Mask. Not that many people know of Black Mask because he's never really been done before. The Batman recently had an episode called "The Breakout" and the villian was Black Mask and he's also in the videogame Batman: Dark Tomorrow. He's a really interesting villian, and the video for The Breakout can be found on that popular video site that we shouln't mention on here.

No Question - Catwoman - Julie Newmar
The incomparable Julie Newmar - Catwoman. Absolutley. I applaud the good taste of all her champions on this thread. She was great in that Star Trek episode, too. I thought she was the only guest actress who could hold her own with Kirk and Spock.

For any Joker fans out there, the best Joker comic book is The Killing Joke. I bought it during the holidays, and I just flat out love it.
The basic idea of the story is The Joker has escaped from Arkham again, he buys a run down carnival, he kidnaps Gordon and shoots Barbra and takes photos of her after he shoots her and then shows the photos to Gordon in an attempt to drive him insane. The final fight between Batman and The Joker happens in a funhouse. Also during the course of the book, they flashback to The Joker before he became The Joker, as a struggling stand up comedian who's forced into a life of crime with the deaths of his wife and unborn child. He then becomes The Red Hood and heads an attempted robbery of the Monarch playing card company by going through the Ace Chemical plant, but the robbery doesn't go so well and Batman shows up and The Red Hood dives into a vat of chemicals and becomes The Joker.
