I think the most likely outcome is for the existing gambling in Yonkers and Queens to be expanded.

From what I have been reading, the Metropolitan Park proposal next to Citi Field is the favorite. The other two licenses will probably go to the existing casinos.

So the Gaming Board recommended Metropolitan Park (at Citifield), Resorts World (near JFK) and Bally’s will build in the Bronx (and Trump gets his 115 Million).
The initial $500 million licensing fee from each of the three casino winners will go to the MTA to help fund transit upgrades. Ongoing gaming tax revenue will also be shared with the MTA to support its operations. So everybody mark your calendars for the transportation system to provide a clean, safe and fast ride since the MTA will get 1.5 B on top of the congestion pricing revenue.
