I'd say that Rose's Turn is the quintesential 11 o'clock number.
But others I've thought of are
Gimme Gimme from Thoroughly Modern Millie
Lot's Wife from Caroline, or Change
Soliloquy from Carousel
Home from The Wiz
I Am Changing from Dreamgirls (not exactly, but oh well)
And there's many more, but those are the ones that come to mind first.

It only seemsd like the 11 o'clock number in really bad productions. A touring production with Robert Goulet in it comes to mind.

Ill add Betrayed...I think that this one song was what made Nathan the sure bet to win Best Actor. It stole the show.

Hate to bring Wicked in, but would No Good Deed be considered an 11:00 number? (I'm not saying its the best, just confused on definition of 11 o'clock number)

As stated in the really wonderful BROADWAY: THE AMERICAN MUSICAL book:
"The term 'Eleven OClock Number' was coined during the decades when the curtain went up @ 8:30. (Nowadays, any number beginning at eleven would run into expensive overtime) Nevertheless, it refers to the song toward the end of the show in which the leading character(s) would sing his or her heart out choosing which fork in the road to follow, or letting the audience discover the character's secret dreams" (pg 288 of the book for anyone who would like to read the whole thing)
It then talks about Roses Turn which they call "the eleven oclock number by which all Roses-or all 11oclock numbers- are measured"
So I think Id consider No Good Deed and/or For Good the 11oclock numbers from WICKED.

No Good Deed is indeed a powerful one.
