Weird. I remember a report that he was leaving.

To be fair, when they announced when Stark and Annaleigh were leaving early this year, the article stated that Billy would be staying "at least through July 14th" or something like that. Obviously, he's stayed past then. But it's not crazy for someone to think he may have left by now.

I honestly found him too over the top/paint by the numbers/sassy McSass black DIVA in the show, but I think he's smart and knows he's not going to get a role like this and is happy to stay as long as the audience claps and the checks clear. He knows big parts don't come along for him every season so he's happy to keep truckin until the show closes or he gets another gig.
