I got some from Wholesale Poster Frames via ebay that I actually liked better than any of the other ones I've gotten before. They use plexiglass instead of actual glass, which I preferred.
I used them as well and they're fantastic.
I've bought from Quadro Frames online. They have a set of six frames for $60. I've read that Lee's Art store on 57th St has good prices though I've not checked it out in person. If you wait until the Flea Market in September, Triton has their frames for $20, sometimes marked down to $10.
I bought mine through hollywoodposterframes.com and they're $20/each but I went for the non-glare plexiglass and so that was an extra $5. I could not be happier with them. They come pre-assembled so all you have to do is unscrew one side of the frame and slip the poster right in. They also have an ebay page if you feel more comfortable purchasing through eBay.

After months of research, I have found nothing better than Hollywood Poster Frames.... but, in case anyone else has something they would like to share I will hold off for the moment. I appreciate anyone's advisement!

I like the type of frames that leaves some space between the actual frame and the Playbill / poster. Like these, I believe I got them from IKEA in sets of 2:

Best bang for your buck would be WholesalePosterFrames.com. I have been using them for the past 5 years now, and have no complaints whatsoever. The UV Light Tranmission in their Data Sheet has superb qualities, which surpass those of most other framing products. They are also the only company that sells and ships oversized frames for large movie posters. I like the fact that I can get all this at home, and delivered to me at a fraction of the cost of most custom frames shops. All my frames match, from my smaller theater posters, to my large subway movie posters. I would not hesitate to give them an order.

I also use Hollywood Poster Frames for both window cards and playbills. For playbills, they sell with or without mats, so it depends on what look you prefer. They essentially cut the frames to order, so they can handle odd sizes too. I had a gala poster from Billy Elliot in London that I gave them the measurements for and it fits perfectly. If I remember correctly, if you order above a certain amount, shipping is free. Sue Heim is very friendly and helpful, so an unreserved recommendation from me.

I am bumping this cause I am in need and it is an emergency. Does anyone know if any places like Michael's or Hobby Lobby carry window card frames. I need one by Saturday Night as a gift.
MIchael's doesn't have 14x22 frames, but they do have a 16x24, which could leave a nice inch border around the frame.

I always buy the 16x24 frames at Michaels, and I love them. Plus, Michaels always has great sales. For example, they had buy one frame, get a second for a penny. I had to frame my giant foam posters from this year's Flea Market, and spent $60 only
My brother works in the frame shop at Hobby Lobby and they have some beautiful frames at resonable prices. You can buy pre-built frames, have them build one from their line or even have them custom make a frame for you. He has done all my posters and they are all amazing and different.
