Will Chez Joey (Pal Joey) make it to Broadway in 2027? I read it had successful tryout in Washington D.C. earlier this year.

Successful? Reception seemed mixed at best, which I guess is better than the unmitigated disaster that was on stage at City Center a few years ago.
It would need a major star (or two or three) to raise the money and sustain sales long enough to recoup. The last commercially-produced Broadway revival to recoup in New York without a star was PIPPIN, which opened more than 13 years ago. Or Jeffrey Richards would need to give it up to a nonprofit.
