Aren't overtures basically instrumental medley of the songs? So I doubt PotO's "Overture" counts as an overture... Same with Cats.
My favorite:
Gypsy
Spamalot
The Light in the Piazza

I would say Gypsy and Phantom, though I agree Phantom's is not a traditional overture.

^ Gypsy? Are you kidding me? They put you to sleep before the show starts!
Thoroughly Modern Millie or Spamalot!

Always Phantom. It just sets the tone so nicely.
Jules Styne, the composer of Gypsy put the trumpet players on a raised platform so they were visable during the beginning of the overture. I saw the show as a very little kid and the hair stood up on the back of my neck when they began that four note opening blast. How can anyone say that would put them to sleep?

SUNSET BOULEVARD
MY FAIR LADY
THE KING AND I
Do a search, but I'll re-post.
Gypsy
Candide
Sweet Charity
DRS
Chitty
I've never seen Candide, but I've heard the Philadelphia Orchestra play the overture live twice. It was perfect.

Gypsy's the most thrilling, Candide's the most complicated to play for an orchestra ( but I love those metric changes...). Sweet Charity must be mentioned, so far I agree with what's posted. There haven't been good overtures within the last decades to be honest. No, not DRS or Spamalot who just don't provide this adventurous spirit.
I throw in a few more ones:
Nine Overture, love it!
Carousel Waltz
My Fair Lady Overture always thrills me
Follies Overture
Oklahoma Overture (with the trill-beginning)
A few favourites:
NO, NO, NANETTE
PROMISES, PROMISES
CITY OF ANGELS
ANYTHING GOES
MY FAIR LADY
MAME
And the Entr'actes of LA CAGE AUX FOLLES and THEY'RE PLAYING OUR SONG.
From my limited knowledge:
Millie
Chitty
and thought it's not technically a musical, I love the Overture for the Mary Poppins film. (I can't remember the one from the theatre version!)
Candide
Carousel
Oklahoma
On the Twentieth Century
West Side Story
Goldilocks
Chicago
Gypsy
First Impressions (though the rest of the score is a snooze)
Mack and Mabel
Fiorello
A Little Night Music
Me and My Girl
The Music Man

Then what is Phantom's overture? It IS a medley, there are many songs in that piece. I'm not too familiar with the Cats overture, but if I recall it has that little theme noise that is repeated at the end of "Memory" and in other songs. So, it's a half medley.
Gypsy, Candide, Sweet Charity,
(btw, this is my first bww birthday!)

Phantom of the Opera is hands down my absolute favorite because it's just so energized, i get chills everytime i hear it.
i also adore The Light in the Piazza overture, i think it's the most beautiful score of music.
i hated mama mia but i loved the overture, maybe because it kind of sounded like the Phantom overture to me
Urinetown has a great overture and i love the Cabaret Entracte too
Westside Story
Phantom of the Opera
I also enjoyed Mamma Mia's overture.
