No, THE PHANTOM OF THE OPERA's Overture is not a medley. It is the main theme (i.e. the title song's theme) first played by a church organ and then by the full orchestra. There are no other melodies from any other songs in the Overture.
ENTR'ACTE is a medley, including melodies of "Angel Of Music", "The Music Of The Night", "All I Ask Of You" and the title song.
"I'm not too familiar with the Cats overture, but if I recall it has that little theme noise that is repeated at the end of "Memory" and in other songs. So, it's a half medley."
The first half or so of CATS' overture is music which does not appear anywhere in the show's other songs (it is heard in "Jellicle Ball" in which basically the Overture is repeated). Then the second half of the overture is based on the final bars of "Memory".

Light in the Piazza wins hands down - I was so disappointed when they shortened it in the theatre.

It was so gratifying to me to have someone earlier mention the overture to GOLDILOCKS. I saw the show twice in 1958 and loved the score. It starred Elaine Stritch, Don Ameche, Pat Stanley, Russell Nype and Margaret Hamilton (the wicked witch of the West).The music was by Leroy Anderson and the orchestrations were by Anderson and the prolific and fabulous Philip J. Lang.Orchestrators rarely get the credit that they deserve.
