I helped out with a middle school musical (7th/8th graders, so 12-14 year olds) recently, and quite a few of them were fans of the show (they'd play it while doing homework, recommend it to each other etc.), and definitely had a complete comprehension of it from what I gathered.
In terms of fully understanding the show, 12+ seems to be the threshold.
In terms of "appropriate-ness," I really don't think it's bad at all. It lacks a happy ending and has some (inexplicit) references to sex, as well as references to alcohol (though most of it is implied through euphemisms). Beyond that, there's nothing that'd raise flags for me personally, though others might disagree.
Best to just read the plot summary on Wikipedia and see if there's anything concerning there, imo.
