I'll submit "Starmites", an awful comic-book musical written by Barry Keating, composer of "Muppet Babies". It was nominated for Best Musical in what may have been the worst season ever, against "Black and Blue" and "Jerome Robbins' Broadway", both revues (it lost to "Jerome Robbins".
Didn't SEE Thou Shalt Not, but the cast album is pretty bad -- BUT, Norbert Leo Butz manages to redeem a couple of songs and make them listenable (I put his tracks on my iPod - not filling valuable space with the rest of it).
Pipe Dream maybe? The people I talk to dont like it or habe not heard of it.
I've yet to hear anyone talk too favourably of Romance, Romance.
Three musicals I watched the whole of and thought I would kill myself before they ended -TIME, BOUNCE, THE VISIT.
Well, as someone else said, there is no musical that EVERYONE hates, you will always find someone who liked the show that everyone else seemed to hate. Perfect examples:
Notre Dame De Paris - Hated by everyone, loved by me and my friend
Dessa Rose - I was ready to kill myself in the second act, loved by many here on the board
Good Vibrations - Yes, I heard a few comments by people that actually really liked it.
Brooklyn - I was terrified when this show received a standing-ovation.
Tonight's The Night aka The Rod Stewart Musical - THE WORST SHOW EVER but it had a big fan base in London.
ETA: How could I possibly have forgotten Shockheaded Peter!!! Now this really is the worst thing EVER (even Tonight's The Night is art compared to this). But again, Shockheaded Peter is liked by a lot of people, even by very 'respectable' posters on BWW. I was surprised by the reaction of the audience in the first 10 minutes of this musical, surprise turned into disbelief, then into shock and the end was just painful!

roquat - I just saw a community production of Starmites and I thought it was enjoyable. Definitely not groundbreaking or anything, but I liked it.
Bring Back Birdie is a good example. Absolutely horrendous.
Also... does anyone else remember a show called Mail? I never saw it but I remember hearing it discussed on this board before.
