Money and reviews are what will get some of these shows to Broadway. If a title is met with indifferent reviews or doesn't have a passionate & financially-savvy producer behind it, it's financially best to cut their losses and not move to Broadway.
Every year, there are shows that have "pre-Broadway" runs at nonprofit theatres, and every year there are shows that never come to Broadway for one reason or another. Many from Paper Mill (The Honeymooners, The Sting, Benny & Joon, My Very Own British Invasion, Half Time, etc) but also Alice By Heart, The Wrong Man, Superhero, The Flamingo Kid, The Band Wagon, Little Dancer/Marie (allegedly still happening), etc.
Every show is coming to Broadway until it doesn't!
