Not sure of the exact time frame when it happened but I know that it (and a lot of the other changes mentioned previously by Tag like the removal of the giant Witches hat being the show opener and a number of light design changes) were first done on the touring production and then the changes were put into action on Broadway. I have never actually seen the show with the NEW changes. I have only ever seen pictures and short clips and the last time I saw the show was Megan's second show as the full time Glinda so like May/June of 2005. Man I need to see it again. It's been too long.

Changes were made but I think it was more like 10-15 minutes shaved off MAX. "Morning Report" is no longer in the show and they cut down "Can You Feel the Love Tonight" which previously had a sort of lovers dance sequence in the middle as well as I think some other small bits but those are the two most notable changes.
TLK cut 9 minutes in June 2010 after the changes had been made previously for the Vegas version.
The Wicked scene additions and staging changes happened around November 2006, if I remember correctly. They first premiered when the London production opened and a few months later they implemented the changes to the US productions.
The large hat was already gone from the North American tour in 2005, but still appearing on Broadway. The thought was that the tour couldn't always have the trap (for the hat's disappearance) and air inflation system in place depending on what theatre they were in.
Not a major change, but Betty Buckley was asked on Twitter if she says the "T" word in "I Put My Hand In" and she said no, she replaces "trump" with "great." I read when the her understudy is on "trump" is used. So, could be personal preference for the actress. On Twitter, Betty makes zero attempt to hide her disgust of Trump.
I never saw the show with Bette. Did she change the lyric?
I saw Hello Dolly twice in Chicago and she said "trump."
I was in the Boston company of a not-particularly-good musical revue called Secrets Every Smart Traveler Should Know. One of my solos was called Aging Planes about flying rickety, old aircraft that might fall out of the sky. I was warned that if there was some kind of major air disaster, the song would be cut. Two weeks in, a large commercial aircraft crashed and the song was cut for about a week and a half...maybe two.
Heathers changed a ton during it's run at The Other Palace in London. Most notably was the addition of a new song for Veronica, "I Say No", which was done with 2 or 3 weeks before the West End Transfer.
