"Christina Ricci will be considered eligible in the Best Performance by an Actress in a Featured Role in a Play category for her performance in Time Stands Still."

I think it's interesting that she's being considered at all, and not simply being considered a replacement for Alicia Silverstone.

Additionally, we also confirmed that DRIVING MISS DAISY will be eligible as Best Revival of a Play, despite not having been on Broadway before, but was considered to have had previous 'major New York productions' as per the fine print on that category's distinctions.

Wow, they're considering Sherie Rene Scott for Best Actress, but not Laura Benanti for Best Featured Actress??

That's not what that means at all. It means that of all the actresses in WOTV, Scott is the only one eligible for Leading Actress. Everyone else (Benanti included) is considered featured.

Perhaps it's one of those things that the show is being considered the same production ( having just 'been on hiatus'), but the return was during the new season, and with a new cast member. My impression is that it is a muddled situation, but the Committee deemed her eligible because she was a new cast member in a 'new' production, even if the show had premiered on Broadway the previous season. I'm sure there's a rule somewhere about it...
