I am applying to go for a year abroad for theater in Europe. I have look at the U.K. for obvious reasons, but in Europe which country have the most theater outside of the U.K?

I'd say Madrid (Spain) is the best bet. They usually have several sit-downs and there are tons of smaller theaters. Your enjoyment level would depend on your Spanish proficiency of course, but everything I've seen there I have found to be of high quality.
