I'm in agreement with Taz. Nine is one of my all-time favorite scores, and Titanic is a massive fail.
While I hate the word "overrated" because it's crapping on other people's opinions and saying yours counts more than their "wrong" opinion, I would say that Titanic is one of the most celebrated scores in recent years that I found completely terrible and a dreadful bore.

Love the Titanic score! So many gorgeous melodies and the orchestrations are perfection. And I'm really surprised to see Rent listed so much. Perhaps it's in that awkward phase where it was such a product of its time, it's now considered passe and will be respected again after another 10 years out of the spotlight. I saw the original cast three times in standing room the summer it won the Tony because I loved the score and the CD had not yet been released. I still think it's magnificent, especially for a young composer just out of the gate.

Can something be very popular to the point where people spend their money to have it, such as the Wicked CD, and be overrated? Wicked has sold 2M copies. Tommy has sold 20M. Is it ten times more overrated or is it just better? Who is to be the judge when people have all ready voted with their pocketbooks?
Is Phantom really overrated after 20 years?
It seems to me that it is more valid to rate what is underrated and doesn't gain public acclaim.
ANYTHING Andrew Lloyd Weber. I don't get the obsession over his work. I find so many people who love him, but when I hear "Jesus Christ Superstar", all I hear is the blatant rip off of "Rosemary" by Frank Loesser from How to Succeed. When I hear "Memory" from CATS, all I can hear is Bolero by Ravel.
Also, if we're talking about shows in general and not just recent Broadway productions, Little Shop of Horrors take the cake as the most overrated show of all time. I cannot stand it. I've tried so hard so many times to like it, I just can't. I guess I just enjoy a show that encourages honest acting. Ooops. Did I say that? and note, I enjoy over the top Musical Comedy too, but Little Shop is just awful to me.

There are enough people singing the praises of NINE here that I am willing to accept the problem is mine.
I think it's silly to reject the score of FOLLIES out of hand, but on second thought, I realize the question is "most overrated score." Since FOLLIES is considered by many to be one of the greatest scores of all times, one could appreciate some of the songs and still think the whole is "overrated." One would be wrong, of course, but one could think that.
