She is the Head of State.
And yes, she has very limited independent decision making capacity.( perogatives) The powers she does have are not insignificant.
Firstly the power to dismiss a sitting government( usually on a failure of confidence vote) and to call an election if it is not possible for the opposition or other parties to form a government.
More interesting are the rights, the right to be consulted, the right to encourage, the right to warn. This is a woman who for over 60 yrs ( her pa started training her when she was young) has been privy to virtually ALL of the significant issues of her lifetime. Wouldn't YOU listen closely to her advice?
How about this power? As the titular head of the British Judiciary System ( it is not Great Britan vs Richard Roe but Her Majesty Queen Elizabeth vs Mr Noakes in the matter of...)The common law holds that the Sovereign "can do no wrong"; the monarch cannot be prosecuted for criminal offences.
Talk about yer " get out of jail free card" she can't even be put in!
