Well, for one, I can't judge based on original productions, because I obviously wasn't born yet. Judging from the films and the bare writing of the show, I greatly respect both.
WSS has the score, where TMM has a stronger book. While WEST SIDE STORY may have proven to have more historical significance than THE MUSIC MAN, I just think THE MUSIC MAN is a better all-around musical - but not by much.

Every single moment serves the whole and advances the story, it is as flawless a piece as there is. I believe a century from now most of Sondheim's works will be classics, and Sweeney will be at the top of the list.

I, too, say Sweeney Todd.
I will admit that I enjoy West Side Story over The Music Man. I think it's brilliant. Even the book. And come on, the choreography! (I'm basing my opinions of the choreography on the film versions since both used original choreography.) I'm not the hugest fan of The Music Man as a show to be honest. I absolutely loved being in a high school production of it, but that's all it really is to me. And some pretty melodies. But yeah, I'd pick WSS over The Music Man any day.

I agree with A Chorus Line and West Side Story
About the music man thing I used to hate it until I was in a production of it then i came to love that musical. We also took a cast trip to see the 2000 revival with Craig Bierko and Rebecca Luker which was amazing. The film isnt very good though so if that is all you have seen I can understand not liking it.

Um...best musical ever...hmm...Chicago. No reprises. Every number is a showstopper and means a lot to the plot and did I mention the staging?

But... wasn't the question "what is the best musical to win best musical?" Chicago's fine and all, but I'm pretty sure it lost to some show about dancers.
I'm going with Cabaret, personally. I think it's one of the only musicals (alongside Company and SITPWG) to fully explore the power of the genre.

I love The Music Man. I've seen 6 productions of it, 4 of them pretty bad... and I think it suffers from that same disease Annie suffers from. Too many bad school/ amateur productions give the general public an (unfortunate) distaste for the show...
