Wow, I really was not expecting this. But good for them! I'm glad the creators are finally attempting to make some revisions. I really think the show could work with a much stronger book and if about half the score was re-written. If the reading bodes well, hopefully a full scale revival might actually happen.
Out for Blood should be the first thing to go.

I just recently read "Not Since Carrie..." and the detailed description in that book made me want to see it so badly. Would have loved to have been there! But I'll settle for a revival.

"I'm Not Alone" is pretty cool too. I don't understand how they could create such a beautiful moment like that and then flake out on the rest of the show.
I believe there was a debate on that topic in a thread that got deleted. I don't remember the specifics, but someone claimed that a collector had act two from an alternate source and was not sharing it. Even if that is true the only copy known for sure to exist is only of act one. But, like dg said, you can watch the full London production on the Carrie site.
Regarding the special effects, I think some of the effects were upped for Broadway. Supposedly that was the main reason why the opening night was pushed back; the show was having massive technical problems. I remember someone saying that during the Broadway Act 1 finale, when Carrie forces Margaret into her chair, the chair was actually supposed to levitate high above the stage, but they couldn't get the effect to work, so it was dropped.
And yes, Linzi Hately should definitely play Margaret if a revival happens.
