The first one that I thought of was:

Well, I think 'Children of Eden' is pretty sad.
I also think the ending of Man of La Mancha's ending is pretty sad, the Dulcinea reprise.

there's just too many to give a superilitive to "the saddest"... it really depends on your mood at the moment i think. such as right now, only because i'm in a good mood and i just listened to the cd, "woe is me reprise" is the saddest song ever!
"Someday You Might Love Me" from Zanna Don't is pretty sad. And let's not forget just about every song of William Finn's "Elegies."

Your Daddy's Son from Ragtime makes me tear up anytime I hear it.
