I will be in NY first week of November. I think budget of around 150-200USD is reasonable. So Hamilton is obviously out of the question.
My first option was Dear Evan Hansen, but unfortunately tickets are already sold out for first week of November.
I like In the Heights and Next to Normal, so anything like those is also good.

Go and grab a ticket with Donna Murphy for Hello Dolly! One of the best shows I have ever seen; Donna makes it even better.
OR, you could see Anastasia. One of my favorites, but tickets can be a bit pricey if you want good seats.

I highly recommend Anastasia!! My favorite show on right now, plus Christy Altomare's performance is so captivating, and takes you out of the real world! Please, if you are at all able, see Anastasia! :)

- The Band's Visit (has the most positive buzz of upcoming musicals; I believe it'll still be in previews when you're in NYC.

Based on the shows you've mentioned as liking, I would hesitate to recommend Hello Dolly. It's a very traditional show show, very classic broadway. THis is a fantastically well done production, but it seems like you like the more modern stuff.
CFA should hit all those buttons plot wise, but it is also fairly simple and only 90min. You may be looking for something more special for your one show.
Anastasia is not a bad suggestion. And, if it's open, checking out The Band's Visit may be worth it.

I agree with this (truncated) list by Miles2Go2. I'd also add M. Butterfly and Torch Song Trilogy to the list. In order, this is what I'd recommend if In The Heights & Next To Normal are type of shows you've liked previously:
1. The Band's Visit. - this is an absolute must see per critics and reviewers. The show will still be in previews but it opens 9th November so I expect it will be mostly "locked in" and you'd likely see what critics would see.
2. Sweeney Todd - this is off broadway, but Carolee Carmello is really really good in one of the most fun characters Sondheim ever wrote. The score is rich and material dark and very compelling.
3. Hello, Dolly - this is nothing like In The Heights or Next To Normal but it's a gorgeous production. If you like light hearted warm comedy, this is going to be great night in theater for you.
4. Torch Song Trilogy - another off broadway play. But it has one of my favorite performers (Michael Urie) tackling one of my favorite texts by Harvey Fierstein.
5. M. Butterfly - revival of an old favorite with a really moving story, and amazing cast. I expect this to be a spectacle of crazy proportions.
4 and 5 have not opened yet so we don't know how they will be received, so take those recommendations with a grain of salt and do your research. I expect Torch Song to do well for sure (hence higher ranking) because it has a more reliable team behind it.

And one more vote for The Band's Visit, the show that at least now is the odds on favorite to win the Best Musical Tony. Once it opens and the anticipated raves start pouring in, it will be a hard ticket to get. At this point you should be able to get a great seat within your budget.

I'm going on November 6, and I opted for a front row center rear mezzanine seat for $59. Considering that it's shaping up to be a standout this season, those prices are a steal.

I mean, obviously if you expand your reach you might discover that you like all different kinds of shows. But based on In The Heights and N2N, I think you like big emotions and more modern scores. I loved The Band's Visit but I don't think it'll have the big emotions you like. It's tough because you're right, DEH would have been my recommendation. I would consider Once On This Island.
I think War Paint might bore you a little because it's harder to connect to the story than the two shows you mentioned, but the singing is incredible. Also, consider Waitress if you haven't seen it yet.

If you're open to seeing DEH without Ben Platt, keep checking Telecharge for those Wednesday and Saturday matinee shows. I wouldn't be surprised if some non-premium seats pop up at some point, especially since there are bound to be some more refunds requests between now and November.

I had similar concerns so grabbed a front Mez (Row C) aisle seat for 11/11 matinee performance.
I have been in Ethel Barrymore Theatre before, but it was for The Curious Incident of the Dog in the Night-Time and I was in the Orchestra.

Honestly, I have no idea, but I've read that the mezzanine is set back a little as compared to other theatres. I'm not expecting them to be incredible, but I couldn't resist the bargain. I made sure to get the front row, though.

Yeah, we'll see what happens with those three. I have no expectations, so I'm hoping to be pleasantly surprised by at least one of them.
