How about The Fantastics? It's got five, but one person just holds props for the most part. You may find a way around not using the mute. Not sure it would work, but it's a suggestion. Worth looking into.

I can't think of many musicals 4 or under besides the ones already mentioned, but there are a bunch with 5:

Beehive

Forever Plaid

Ain't Misbehavin

Look on the Samuel French, Dramatists' Play Service, Tams Witmark, Music Theatre International and Rodgers and Hammerstein websites. You'll find plenty of these.

Why not do Urinetown and eliminate ALL the secondary characters - then it would have only six people.

Since violating copywright doesn't seem to matter.
