Tell Me on a Sunday has had revisions since the Broadway run (London for sure). The two-act version is a product of its time, who knows how it would play today.
You'd need a mega star to sustain a revival, but it is IMHO opinion the hardest female role in musical theater (yes Wicked lovers, this one is harder). No clue who could do it well AND sell tickets.
Honestly, I'd love to see Bernadette Peters do a limited run of Tell Me On a Sunday as a one act similar to the production Marti Webb did in London in 2014.

A few years ago they did a workshop of a gay version with Jonathan Bailey
Annaleigh Ashford did it in college and she’s my dreamcast for an Encores run.

The principal doesn’t dance. Act 1 is the musical play (Song) and Act 2 is the Dance section done by dancers.

Not much, but Emma certainly did dance in the Broadway version, in the section when Emma and Joe's stories intersect.

No way, her voice is tiny and can barely act. This was a vehicle for voices as Bernadette Peters and Betty Buckley. It's very hard to have that presence and that voice while doing a one act all by yourself.

Saw it with Melissa Manchester way back in the day and thought she and the man who played Joe were both fantastic.
The rights are not available for SONG AND DANCE. Currently, and most notably and unfortunatrely, the only version of TELL ME ON A SUNDAY available to license is the original.
It's a shame, too, as Maltby's revision for SONG/Bway is superior and I think it could work well today. (Hence why I've inquired about rights.)
I think the licensed version is a hybrid. It has "Ready Made Life" and "Dreams Never Run on Time" from the later UK tours and "Unexpected Song" is only available as an optional bonus encore.

Concord Theatricals, and its respective Song and Sunday pages, would beg to differ with you. (Unless you mean the Maltby version specifically, which R&H used to license and is now no longer available, period.)
