According to Deadline, Ortega will direct and executive produce the movie, which will be a young adult reimagining of the classic Gaston Leroux tale for Disney+. The studio is looking at franchise potential with the project, hoping for another Descandants-level success. The spec script was written by Giovanni M. Because that's licensing a product and POTO is in the public domain? They clearly intend for this to be something they merchandise and having a third party (scholastic) makes that difficult.

And? It's still licensing which means sharing profits and they're not free to do what they wish with the property. Disney has thousands of relationships, doesn't mean they don't do things on their own. That's also continent on them even thinking the Goosebumps musical is even any good. There are literal countless reasons why they would want to make their own project. It's not like the Goosebumps musical is some big popular thing.
