According to Deadline, Ortega will direct and executive produce the movie, which will be a young adult reimagining of the classic Gaston Leroux tale for Disney+. The studio is looking at franchise potential with the project, hoping for another Descandants-level success. The spec script was written by Giovanni M. Porta, with reports indicating that it will not be an adaptation of the long-running Andrew Lloyd Webber musical. Read more at Deadline.

Did I miss in the article if this will have any original music? Why hire Ortega if they don’t need a choreographer?

The article says it's in early development, but also that Disney expects it to become a franchise along the same lines as The Descendents which was also from Ortega and also a musical, soooo....

Why not make this all easier and adapt the Goosebumps musical that's already a retelling of POTO? They already have the TV show on Disney Plus, just make it a special episode.

Because that's licensing a product and POTO is in the public domain? They clearly intend for this to be something they merchandise and having a third party (scholastic) makes that difficult.

On the other hand, Disney already has a relationship with Scholastic and Goosebumps - they made a new Goosebumps show for Disney+ and Hulu just last year.

And? It's still licensing which means sharing profits and they're not free to do what they wish with the property. Disney has thousands of relationships, doesn't mean they don't do things on their own. That's also continent on them even thinking the Goosebumps musical is even any good. There are literal countless reasons why they would want to make their own project. It's not like the Goosebumps musical is some big popular thing.
