The problem with the Outer Circle, as well as the Drama Desk (though the Drama Desk has six slots instead of five) , is that they have to cram all of the eligible Broadway AND Off-Broadway actors into just five slots per acting category, so every year there are tons of notable omissions. This is why you can't really use either to predict how the Tonys will go.
