I'm guessing Rachel Bay Jones? Or maybe Mike Faist? Or maybe he means the Broadway cast in general and I shouldn't be assuming OBC... I'm just very curious!

I believe it was confirmed to be Mike Faist? Which makes sense that they offered him the part, and perhaps smart that he didn't take it.
Mike Faist's take on the character might have been better for the film. Though the nature of Colton Ryan's performance kind of makes he and Evan "two sides of the same coin."

Oh, interesting! Just googled and he said this in a NYT profile in May --
Why aren’t you in the upcoming “Dear Evan Hansen” moviealongside your former co-star Ben Platt?
I feel like I couldn’t do it. I started that when I was, like, 21, and was with it for five or six years. When you’re doing eight shows a week, it very much turns into relying on your technique and the job of it. And the show was such a zeitgeisty thing. West Side Story wrapped up filming in fall 2019. Dear Evan Hansen didn't start filming until fall 2020 or early winter I can't remember, but the filming didn't overlap. He could've done both, but clearly gave his refusual. I loved Colton Ryan in the film and his performance should be commended. Such a treat.I'm happy to see Faist in West Side Story and future projects.

Smart man. Someone else should have been as clear headed and mature and made a similar choice.

Kind of funny, I thought because Rachel Bay Jones was doing a guest stint on Modern Family that she was moonlighting when the movie was being shot (I was only aware the movie was being made but not the dates of shooting).
Haven't seen the movie but when I saw Julianne Moore was playing the role I was kind of "meh" - and I do like Julianne Moore. I think she was a bit old for the role... but I guess so was Rachel Bay Jones (only 9 years younger). It seems to be the theme of the casting for some of the roles.
