Based entirely on book, score and characters, I'd say AVENUE Q or CHICAGO.
The Coast of Utopia and subsequent play.
In terms of perfection of book, score, and direction, I'd have to say CHICAGO...there's a reason its been running so long. I saw it a couple of weeks ago with utterly crappy actors in the leads and it still played like gangbusters. Foolproof.
Best musical = Grey Gardens
Best play = The Coast of Utopia

For me the best show(s) on Broadway that I have seen are Jersey Boys, The Drowsy Chaperone, SpamAlot, Avenue Q, and The Producers.

Forbidden Broadway is my favorite Off Broadway show of all time!
PS Jay Johnson The Two And Only was my favorite new show this year. I was heartbroken when it closed. Hope they can change the name of the show and bring it back to NYC. It was fantastic!

I would put Drowsy Chaperone at the top of my list, with Spelling Bee a not-too-distant 2nd.
I think that The Drowsy Chaperone is the stongest musical IMO.

Avenue Q and Butley (I really liked it. And not just because Nathan Lane was in it.)

Les Miserables.... I like alot of other shows that are out, but I don't like the current casts ( i.e. Wicked, Company) so Les Mis wins for the best combo of show and cast.
