YAGMCB is NOT a modern musical. It is decades old and just happened to be revived during the period we are discussing. Even then, I wouldn't include it among the top revivals of the period.
No one will be surprised to hear that I think The Light in the Piazza and Floyd Collins are among the best, but I agree with apdarcey that Ragtime is undoubtedly the best musical from that time period. Now, to list my top however-many, based on their original productions but heavily biased by their OCRs:

Just to name a few. There are some really good musicals out there right now, in my opinion. If I had to choose my absolute favorite, it would be a tie between RENT and Wicked. Both, in my opinion, have beautiful music, great messages about acceptance and love, which is greatly needed in this world today.

Cabaret was only different in design and tone. The book and score were 90+% the same (with a couple of additions from the film and elsewhere).

So the Cabaret revival was like the Chicago revival? I missed the Cabaret revival. I mean similar - because they both were different form their original production.
Chicago has a complete new design, and an even darker tone. The score is pretty much the same, and the book has some minor changes.

this musical is a must listen too. i am so sad that i couldn't have seen it performed. that would be amazing.
it has dethroned the unbeatable RENT in my book, but it is definitely a second.
