I was in the city on saturday 1/9 and I heard people cheering at the TKTS booth so I stopped and looked and there was a bride and groom getting married.
A wedding on those red steps? YES PLEASE! But *NOT* in the winter...
But seriously, what a gorgeous location for a wedding!!

Having spent quite a bit of time working at the TKTS booth, I will say that more likely than not they were probably just taking photos. Every weekends tens of couples would show up and all the tourists would go crazy for the couple thinking how awesome it is to take wedding pictures in Times Square.
As for as an actual wedding, that has happened. Nothing says romance and I love you baby like commercialism personified.
