They certainly had the balls to tell him he wasn't welcome at Barbara Bush's funeral but when it's a former president, the protocols are a little different, like it or not.
I've read somewhere that these semi political funerals can function as a unofficial summits- heads of state meeting but w/out formal agendas. Let's see who else comes.
George H.W. Bush all I can think of is he and Regan during the Height of the AIDS Epidemic and nothing that they did. Ironic Bush died on World AIDS Day.

He fought in WW II, was two term congressman, head of the CIA, VP for 8 years and POTUS for 4 years. Whether you liked him politically or not, it was quite a career and life.
