Anyone know why there were so many changes for the tour? Lyrics and costumes (i.e. NJJ's Bend and Snap Costume). Is the tour that low budget?

I don't think that the LB tour changes have anything to do with budget (or lack there of). Often when a show goes out on tour some technical aspects have to be adjusted because of they fact that they have to pull everything apart and change venues every 1-2 weeks. Touring venues are also not always equipped in the same way that the Broadway houses are. For example, WICKED uses a lot of trap door which are specific to the Gershwin theatre and so they have to change the blocking for those scenes on tour. They have also adjusted how Glinda's bubble flies in for the tour.
As for costumes, I think that may just depend on the performer. I don't know exactly what is different about her Bend and Snap outfit but maybe during the rehearsal process they decide to make the change so that NJJ would be more comfortable during that scene.

It's probably a mix of both as the other poster suggested, but I do think money was a big part of it. They cut out something like four ensemble members, and admittedly having less scenery probably means it cost less to make and will cost less to upkeep. They probably learned a lesson from not recouping on the Broadway show and they wanted to invest less in the tour to be safe. Just my guess.
The bag at the end of So Much Better seems to be the ultimate in silly changes. I would rather see an ugly manly looking Delta Nu to finish off the Elle Woods instead of a bag! One of the guys in drag would be funny atleast instead of looking cheap.
Is there anyone who has seen the tour and Broadway production list ALL the changes?

I find it odd that they have to use a bag for the S. There are five female ensemble members, although 2 of them are Harvard students they really don't have to be in that scene. Then add Margot, Serena, and Pilar you have E-L-L-E-W-O-O-D. Then they could just make whoever plays Brooke just get dressed for that final scene. Then you would have an s. So they have enough people to do it just don't understand the bag.

Brooke already plays a Delta Nu, though. So does Enid.
Also, Drowsy Chaperone had to rid the trap door for the show as did Wicked and many other shows when they tour.
Wonder why PMS aren't in So Much Better and Serious...They're Elle's main supporters. I'm confused at how they're not in Serious but I might have misunderstood someone. Also...couldn't Natalie Joy Johnson step in as a Delta Nu for that scene?

PMS girls were never in serious. They were supposed to in the positive dance, but they were not.
They aren't in Positive? They are the head of her Greek Chorus... Are you sure PMS isn't in Positive?
Whoops, flakeout sorry - that's what I meant. I'm being pretty open to all of the changes but to not be in Positive doesn't make any sense. Especially with Rhiannon, Crystal Joy and Cortney in the pic from Nick Dalton's Tour Blog.
I saw Drowsy over 2 years ago. I don't remember what they used a trap door for. What did they use it for?

it's because they want it to play from venue to venue.
They have multiple costume changes:
Elle's pants when she arrives to Harvard changed from a pink washed denim to a just plain hot pink pant (and...they arent that pretty)
Many of Paulette's costumes changed
both Elle's Chip on My Shoulder and "What You Want" (the tracksuit)
switched to short sleeves
the playboy bunny costume is a darker pink
and as suspected all the things that used the trap door either come down from the ceiling or are rolled in
the stairs are gone from the delta nu scene
legally blonde no longer takes place in front of elle's door - emmett tells her that he loves her to her face (which totally changes the song)
lyrics were changed in positive, omigod you guys, legally blonde...and i think thats it

I really don't understand why they changed Elle's pants to hot pink. She is a fashion major, after all.

I think you all need to get over the fact that they use a bag for the S. Shouldn't you be watching Elle anyway? She's belting out a note and all you guys are concerned about is some stupid prop. Its a cute idea and they play it off well. The actress at the end of the line looks over and sees that the name isn't spelled out all the way and she grabs a dog bag. Whats the big idea? If it were done that way in the original company, NOBODY WOULD HAVE CARED.
I know I added to them throwing out names for others to be in SMB, but I do agree with you. I think it's a cute idea. I just think it would be weird if Elle's 3 best friends weren't in the number...

no, they are not in so much better at all. i think they are one of the girls with the letters on broadway. The only problem i had with the bag, is the girl who was supposed to hold it up, almost forgot about it, and then held it up backwards. i think that is the main problem with having it. it will probably happen more than once.

they were in the greek chorus, i just did not see them in that part of positive and that part of so much better.
most of the sets are the same. there is no house,staircase,benches are smaller, elles room is different and the staging for that is different. i dont want to give anything else away.
In re: to the Drowsy Chaperone:
The main usage was for Janet's exit after Show Off (I can't recall if it was after the main portion of the song or after the "encore". I'm inclined to say the latter). She literally would "disappear into the floor", as the song says. Dramatically.
