I can think of David Burns winning Featured Actor for the non-singing Mayor Shinn in "The Music Man".
Bob Martin was nommed for Drowsy, thats the only obvious one I can think of.
Natalia Makarova didn't sing a note in On Your Toes and won the Best Actress Tony.
Tom Aldredge was nominated for PASSION. His character doesn't sing at all.
John Selya was nominated for Movin' Out.

Robin de Jesus was nominated for Best Featured Actor in a Musical and his singing was minimal.
Joan Ellis was nominated for playing Shy in The Best Little Whorehouse in Texas. She doesn't have any solo singing lines to my knowledge.

Christian Hoff did a lot of singing of course in Jersey Boys, but I'm not sure he had any solo singing lines (someone who is more familiar with the show can set us straight on this question, I'm sure). I remember after he won the Tony thinking that I didn't have any idea what his singing voice sounded like.
Tommy sings Silhouettes at the top of the show and one line in December 1963. I believe those are his only solos.

Though Desiree is a non-singer's role. i don't think it's a " very little singing role." She gets a major solo number, and is prominently featured in 3 other numbers (that's including the CLOWNS reprise).
You're right about Christian Hoff's solos. Although it's not a solo, I thought his duet w/John Lloyd Young on ?Sunday Kind of Love,? in Act One, right before Mary Delgado is introduced, showed off his vocals, too...
