The cut-off was originally 26, but they changed it to 28 back in '04, and the current rule is that as long as you were still 28 when you originally auditioned, you'll make the cut. Hence why Taylor Hicks and Mandisa were both 29 during the show.
The youngest you can be is 16 (which I think is too young).
