I believe AEA has confirmed these productions are not using the production contract for these engagements and will not be affected by a potential strike.

If they plan on using Broadway as an overrated tour stop without paying the same, then the union should absolutely strike. Full stop.
Who are the decision makers for things like this? Is it the league, the unions, the producers, or a mix of the three? Why was The Wiz on a full production contract, but Beetlejuice and Mamma Mia aren’t? What are the deciding factors?

Yes, the current Broadway engagement is a stop on the 25th Anniversary Tour that started in 2023 and will continue on to NC in February.

A few things to keep in mind.
SETA no longer exists. We have had a unified Touring Agreement for a couple years now. In that Touring Agreement there are provisions for a tour stop in New York City which includes pay bumps up to the Level 1 salary minimums, which are essentially the same as the current, now expired, minimums on the Production Contract (it’s roughly a $50 difference).
Tours adding a NYC/Broadway stop, either partway through the itinerary or as a limited final stop is nothing new. Both Mamma Mia and Beetlejuice are within the terms of their respective contracts that were agreed to by both Equity and the League when that contract was ratified in 2023.
There are still plenty of things to keep working to improve when the Touring Agreement is up for renewal next year, but focusing on the handful of tours that do NYC stops should not be the priority when it’s time to begin those negotiations
