Yes. It’s the only souvenir program right now. They might now include an insert page with the current cast but the book itself is still the original 2017 Broadway revival production photos with Bette Midler.
Doubtful...especially since tix sales aren't fabulous. And they likely wouldn't even consider until Bette's are sold.

In general, there was less merchandise available when I saw the show last month. I wanted to pick up a few more "Holy Cabooses" mugs for my collection and was told they don't carry them anymore.

Hmm, I never even saw a Holy Cabooses mug. I totally would have grabbed one.
I saw Murphy. Wanted something with just the show title but Bette's name wad on it. Luckily it was a BCEFA collection evening and I got the male chorus 2018 calendar.

Oh yes! They are red mugs with "Holy Cabooses!" on one side and "Hello, Dolly!" on the other.

They are not selling merchandise with Bette on them any more. I saw the show in Bernadette's first week, and all had been pulled--including the program book. At that time, I was told they are definitely planning to make a book with photos of Bernadette in it.
Also, keep in mind. All HELLO, DOLLY! merchandise (including the Bette Midler souvenir program) is available at Theatre Circle Shop (on West 44th Street; a few feet from the St. James Theatre) and One Shubert Alley (a few feet from the Shubert Theatre stage door).
This also applies to every other Broadway show. Merchandise isn't just available at each theatre -- these 2 stores carry all show merchandise, including shows long gone.
