Here is my list:
1.) Hugh Panaro
2.) Brian Stokes Mitchell
3.) LaChanze
4.) Rachel York
5.) Michael Ball
6.) Randal Keith
7.) Samuel E. Wright
8.) Audra McDonald
9.) Ann Reinking
10.)Brent Barret
These people to me are GREAT and I think they all need to see them is a good show with them as the star...and not something they have already done.
Leslie Kritzer
Eden Espinosa
Karmine Alers
Kelli O' Hara
Sutton Foster
Orfeh (although Love Janis was good, it was not half as brilliant as her performance)
Colleen Sexton (if she still has any interest in Broadway)
Mandy Gonzalez (I don't think Lennon will be it)
All three women should ideally originate something (Orfeh and Gonzalez have already, but not in the most profound of shows) rather than be "the next elphie". That's not what I'd wish upon a performer with the talent and presence they have. Although, I still stand behind my belief that Orfeh should, without a doubt, be the next "Lady Of The Lake".

...he's had two...
Granted, he didn't really show off his talents to their fullest extents as Link, but its still a lead.
Oh
I think Cleavan Derricks needs a show written for him NOW
Coleen Sexton as well
The Same goes for:
Terrance Mann.....he needs a show for him NOW
Douglas Sills
Sherly Lee Ralph
Rebecca Luker
I think Scott is doing just fine. This is about wonderful performers, who have given great performances, in terrible, *beneath them* shows. At least, that's how I took the thread title.

I read the title and took it as stars that are used to supporting/replacement roles that need a starring role written for them. However, I was apparently wrong.
Raul Esparza needs another role like he had in Taboo, but bigger and in a show that lasts.
I don't know that you were wrong Timote, I just put that logic into the question.
Julia Murney and Mandy Gonzalez imediately come to mind
timote, I agree that he's had two great and important roles, but none of them is considered a lead, at least in TONY terms !
Marin Mazzie could use a show written for her
Karen Ziemba.

I love how I knew Rath would say that before I even entered the thread.
And yet I still haven't said Maureen McGovern...I thought that one would be too obvious.
Besides, you know I'm right.
Wasn't Steel Pier written for Karen?
Alice Ripley
Read the thread title, meffie.
