I imagine her/her management was asking for more due to the offer of Beaches out of town (which started not long after the tour launched) and they saw the road to originating on Broadway vs replacing? Total guess on my part.

Company was also a budget tour. It went out under Work Light.

So, is DEATH BECOMES HER considered a flop as it wasn’t close to making back its investment? Such a thin line as so many legendary shows never made back their investment but are now classics and even get revivals.

Being a flop or a hit has nothing to do with anything other than if the show recoups or not.

Financially speaking, yes.
But in general, so many new musicals close quickly in this post-COVID world that a "flop," in my mind, refers to something that played <100 regular performances. DEATH BECOMES HER wasn't that.

I really enjoyed DBH the other week and of all the shows I saw this was the only one I thought would FIT THE HIT in in the West End but I guess that is unlikely now.

I agree that these are established as terms-of-art with that meaning. Useful and concise.
What I don't love is when some folks (not you, of course!) extend this to imply that a show can only be a success if it makes a profit, and otherwise it's a failure. Those terms are more general, and they're also completely subjective unless qualified by a term like "commercial" or "critical." Follies has always been a flop, but hardly a failure by any measure other than its return on investment.
