Mine would be "The Power of One." That movie was so sad.

"Breaking the Waves" with Emily Watson. There's something about slow people that gets me every time.

"Who will love my children" I can understand, but "Big Fish"? C'mon, there's sadder than that.
I know it's not a "sad" movie...
but in Love Actually when Karen gets the Joni Mitchell CD for Christmas and she thought she was going to get the necklace, I bawled. Right then I put a lot of pieces together and realized that my then-fiance (who was sitting in the theatre with me) was also being unfaithful and I just realized it... I love the movie, but I can't watch it without getting emotional.
Some of these aren't necessarily sad, but they make me cry.

Yea, the Notebook made me cry too. Another sad movie is 5 People You Meet in Heaven. I totally lost it at the end.

Princess Diaries II
Poor Julie Andrews. She sang a duet with Raven somebody, who is apparently famous and was one of the legion of The Cosby Show children. It was tragic, worse than watching Pocketfull of Miracles.

The saddest movie I have ever seen was Amistad. The scene where the slaves were dropped overboard still in shackles. That ripped my heart out.

The Notebook made me cry, but it really wasn't sad. Hell, it wasn't even that good of a movie.

Oh man, I forgot about Pay it Forward. That was just depressing.
Old Yeller and The Fox and the Hound always got me as a child and they still do. I am in tears at the end of both movies.

It makes me tear up just thinking about it.
Recently, The Sea Inside is the film that got to me the most and made me weep the hardest.
In recent memory, the movie I cried more out than I had for any in years was "In America."
