To be fair, "Let Me Be Your Star" is the best song from the show, but yeah, that's a ridiculous rule. Wonder what made them come up with that in the first place?
It's probably best that there are only two possible nominees on the shortlist. Too many would probably cause some vote splitting. Now "Let Me Be Your Star" can be recognized in honor of all the songs Shaiman and Wittman have written.
I love "Let Me Be Your Star" and thought it worked extremely well in the pilot, it felt really special at the time, it showed a kind of promise that the show was rarely able to fulfill in the subsequent episodes. I'm pleased that they picked it to represent the show; I imagine "Touch Me" was submitted as a formality more than anything, if it doesn't get nominated it doesn't get nominated, and if it does the show can say it got two Best Original Song nominations--and honestly, what kind of competition is it facing anyway?

Is there a reason Secondhand White Baby Grand couldn't have been submitted? I think it's far and above the best song in the series, though I must confess I did like quite a few of the original songs.
She's also an Oscar AND Grammy Winner -- pretty sure both of those things qualify her for the job, REGARDLESS of how she first got noticed.

J. Hud needs to do a broadway stint. Sister Act would've been perfect, but changing subjects the show is headed in an exciting direction. Now they just need to announce the third new member.
Ivy Lynn wound up not being Mari-lyn. Which means Karen Cartwright would wind up not being Karen Car-penter. Which means another Idol/Broadway hire who looks and sounds the part.
