Being John Malkovich (LaChiusa), Moonrise Kingdom (Sondheim), The Grand Budapest Hotel (Lutvak or Guettel), Little Miss Sunshine (or is that already happening? Anyway, Yazbek), Lars and the Real Girl (Tesori), Edward Scissorhands (JRB)....
As for composers...all of these movies probably qualify as "quirky" and I could probably swap around some of the composers I listed. But I did try to match-make. :)

I’ve always thought “13 Going On 30” would make a lovely musical. Give me Kitt and Yorkey and I’ll be a happy camper.

The Mirror Has Two Faces (the so-so 1996 movie could have used a shot of music to keep it going)
The Way We Were
Mahogany (Starring Denee Benton as Tracee, Oak (?) as Brian and Lucas Steele as Sean.) This could really work, updated to the present time.

From your list William Finn has already adapted Little Miss Sunshine (I missed it when it ran at Second Stage a few years ago, but I seem to recall that the critical and audience reaction was rather tepid).
Matthew Bourne adapted Edward Scissorhands into a modern ballet a few years back as well. I thought it was absolutely lovely, though I know not everyone was a fan. He used all of Danny Elfman's themes and motifs, though if I remember correctly another composer expanded on all of them. However I think it reaffirmed how intrinsically important Elfman's score was to that movie, and I don't think a musical version would work without keeping his work.

Although I know a musical of it already exists I think a musical based on the film "Big" with music by Tim Minchin would be really good. Big is my favorite movies but the musical not so much but I feel like Tim Minchin could fix that.

Pleasantville could never work ok stage, for the obvious reasons of the plot of the film.

I assume La La Land is already being cooked up for the stage, even if parts of it were rather film-specific.

I was watching Miss Congeniality to bring in the new year (on a Wed again as a coincidence) and immediately wanted a musical version starring basically the same cast I've suggested before. Lena Hall would be great for Gracie too if they go with a more rock/pop score. I wish Marc Shaiman & Scott Whitman would pick it up.

In my head I still see Stephanie J. Block as Gracie.

This post was made before CRUEL INTENTIONS premiered as a musical in November 2017.

She'd be great too. We're spoiled for choices. These ladies need vehicles.

John Adams said: "Have any film composers written for the stage? His age might be a hindrance (or maybe not?), but I'd be happy to hear what kind of a musical score Dave Grusin might write.
The two Grusin songs I'm aware of that have had lyrics applied (It Might Be You [Tootsie] and What Matters Most [The Champ]) are lovely songs.
...and speaking of Tootsie, that might make a fun musical.
I wonder if John Williams would ever write a musical?"
Tootsie is/was a fun musical, but its music added little if anything to the proceedings. I hope Broadway composers leave good movies alone and find other sources of inspiration in the new decade.
