I don't think so, and so the above list does seem rather inhibited.
You guys may still do musicals better than us but I think the Brits are better at getting their kit off.

I've actually seen a production of Rocky Horror with a LOT of nudity.
Aren't Samantha Mathis (and Colin Hanks) topless in a scene?
I guess so, but I didn't really count that because you can't see anything. Colin Hanks removes Samantha Mathis's shirt in the dark and you only see her back. She might have even been wearing a bodysuit, it was too dark to tell.
And topless men don't count as nudity.
Actually, when I saw the touring production of Lion King, the two dancers in "Can You Feel the Love Tonight" the male dancer, half of his butt is revealed.

And how could I have forgotten Jude Law in Translations? There was nothing left to the imagination there. When Law was on Actors Studio, he recounted a story where some prankster had filled the bathtub with very cold water -- as he told it, the audience had a very small view of him that day.

from what i understand if you are under the age of 18 nudity is only allowed if it's considered "art" and is not overtly sexual. i think those are the guidelines, but i could be wrong.

Not on Broadway but my play Porno Chic that's won some awards here in the U.K and will be heading Off Broadway next year has quite a bit of topless nudity for some female characters and full frontal nudity for male lead.
