You're correct, in my experience they frequently target these offers. My wife and I have our own AmEx cards and while many of the offers are identical, I will get some that she doesn't receive and vice versa. Probably has to do with past spending habits--I received the Telecharge offer, she didn't, and I'm the one that buys our Broadway tickets, so that may explain the discrepancy. And FYI, if you have two different AmEx cards under the same name, and get the same offer on both, it will only work for the first card on which you sign up.
EDITED TO ADD: After posting this information several weeks ago, I just checked my wife's AmEx account and she now has the Telecharge offer. So instead of buying a pair of tickets, we split up the order and each bought a single adjacent ticket for $99+ those damn fees. We each instantly received notice of the $25 credit on our respective accounts. So if you've checked before and didn't have the offer, check again!
