somethingwicked just beat me to Julie Andrews. Also agree with Marin Mazzie and Raúl Esparza, although I'm sure there are a ton of performers that I'm just not aware are Tonyless.

Even though I agree with them, I'm surprised that people listed names like Raúl Esparza, Julia Murney and Kelli O'Hara before mentioning Julie Andrews.
