Why couldn't any of these shows just pop back into their booked theatres? Why would any of them have to close? Are they still required to pay rent to the theatres during this period? If so, why? It's not like the theatres are able to fill the the theatre with another show during the shut-down."
The investment was for the projected income to come as the show opened. Realize there is no maintenance, rehearsals, new publicity, etc. It's practicality re-building the production from scrap It would be re-assembling everything, that's a brand new investment. Most shows wouldn't be able to afford that.
Not all the production elements are gone, but re-opening will mean a significant investment not all will be able to face, especially without knowing if their production will be profitable moving forward.
