The guy that comes to mind immediately is Gavin Creel <33 One of the smoothest, purest voices I've ever heard. It's like butter!
And even though she doesn't necessarily have the BEST voice ever, Lea Michelle's voice is really really gorgeous and pure, so she gets my vote as well :)
As far as female singers go, in my opinion, it is Streisand hands down. I am not a major fan of hers, but her voice is about as perfect as it gets. JMO

John Denver - I think had one of the purest voices
Ella Fitzgerald also comes close. A real bel canto voice.

I think it's hard to define. For example, Mandy Patinkin has a pure sound, but what he does with the sound is far from perfect. Julie Andrews had a beautiful soprano but early in her career she became lazy and lapsed into sing-speak.
her voice may not be pure, but ruthie henshall's voice is one of those voices that takes my breath away!

The first name that jumped to my mind in terms of pure was Liz Callaway.
Mara Davi, Megan McGinnis, Jason Danieley, Gavin Creel (and the obvious Julie Andrews).
Not "perfect," but they have that clear, pure sound.
