I did a quick tally. Top 5 so far:
1. Lea Salonga
2. Julie Andrews
3. Barbara Cook
4. Liz Callaway
5. Brian Stokes Mitchell and Anthony Warlow
Lea Salonga gets my vote...
but my ultimate female is Tina Arena. Her voice is like a BELL - her recording of whistle down the wind is actually breathtaking in my opinion.
I LOVE Tina Arena! Her cover of 'Don't Cry for Me...' is divine:

Simply brilliant video - her voice is truly divine!
Her bell-like ping pours out of her body with such powerful, yet gentle ease. PURITY!
But for me it is this video that takes the cake:

Minus the angry face at the beginning.

Hasn't anyone listened to the cast recording of FLOYD COLLINS? Teresa McCarthy's voice is pure and heavenly on it.

Lea Salonga
Audra McDonald
Kelli O'Hara
Lea Michele or Andrea McArdle.
Harvey Firestein, hands down.
Kelli OHara, Julie Andrews, Audra, Matt Morrison, and Lea Salonga come closest for me. But Seattle's Louis Hobson has a gorgeous pure voice.
I have to get my two cents in here........ two enthralling voices come to mind... both in the National Tour of Piazza. Elena Shaddow and David Burnham. Those are the first two that came to mind when I read the title of this thread. You have named many of the well known singers, but these two REALLY impressed me.
dare I say Kristin Chenoweth? :)
To be honest I'm not entirely sure why she hasn't already been mentioned. In terms of technique and sound I'd say she's one of the best, and her uniqueness shouldn't be discounted either.

Women-Lea Salonga hands down.
Men-Paolo Szot, Michael Ball
Hm, there are many voices I adore that I don't think of as "pure." To me, the ideal pure, clear, bell-like tone is that of a boy soprano's, so by that criterion it's Lea Salonga or Barbara Cook. To me, someone like Audra or Barbra Streisand or Julie Andrews has a somewhat warm tone that does quite fit. Also, because of that, I don't think any Broadway male tenor has a "perfect, pure" voice.

Annaleigh Ashford
Lisa Brescia
Katie Rose Clarke
Audra McDonald

I'll add Patrick Wilson and Cheyenne Jackson on the male category.
Liz Callaway
As far as clean sound goes, I have to agree and say Harvey Firestein.
Also for real as far as female voices:
Sherie Renee Scott
Laura Benanti
Sara Ramirez
Lea Michele
Kelli O'Hara
Lea Salogna
...especially in specific songs.
