This sounds like its going to be Barbie esq, except the vast majority of people haven't heard of Betty Boop. She doesn't have the same modern cultural relevance of Barbie.

Why not? On paper the creative team are superstars in their respective disciplines. David Foster, Bob Martin, David Rockwell, Gregg Barnes, etc. Why would you not want to be on that team?
Also has Mitchell really had a hit since 2013 with Kinky?
Hopefully David Rockwell pulls a "She Loves Me" with the set design... his more recent work on Broadway (Pretty Woman and Tootsie) looked tacky and cheap beyond belief.

Well that's budget dependant.
The concept points to the world turning from black & white into color.

Not with critics or awards, but ON YOUR FEET lasted nearly 2 years on Broadway and then toured. PRETTY WOMAN lasted a year on Broadway, 1.5 years on the road, and 2 years in London. Both have also played internationally. So those were successes for him (and ultimately probably for the investors too). He also appeared to be actively involved with the London run of HAIRSPRAY and the recent non-Eq tour.
BOOP may be a bit of a pivot for him (on paper it seems like more of a Casey N or Stroman project), which isn't a bad thing.
Jerry Mitchell has also been working on this for quite some time, and none of his past shows have been atrocious, so I’m cautiously optimistic. Pretty Woman wasn’t my favorite, but it was WAY better than shows such as Lightning Thief and Bad Cinderella in my opinion.
